Verify Steam client files?
If we have a game that's acting up, we run a Verify to find and replace damaged files.

Does the Steam Client itself have such a function? Seems like it should, but I sure can't find any sign of it. Steam's acting wonky, and I really don't want to do a reinstall and re-download all my games again.

Steam verifies upon startup.

You can do an overwrite install, by going to the website (while not logged into the site), and clicking the "install steam" button at the top right. Steam will reinstall any missing or corrupted client files on your computer, without needing to do a full uninstall and reinstall.

Your client should also just do that naturally if you exit the client and relaunch it. It self-verifies upon launch.

I hoped it was doing some kind of verification, but my chat notification sounds have been broken since the Library update. So whatever verification it does do isn't getting the job done, unfortunately.

The only current workaround for the bug is...

Or wait for the patch.
