Steam UI update Woes (Steam overlay problems, solution causes full steam lockups)

A bit Ranty but a real problem that I'd like help with.
So we had a UI update to steam. its kind of a love/hate thing but I won't go into it here.
Anyways since the update I noticed that for no reason that I can see; the web browser on the steam overlay won't display name pages it just remains black after indicating that it finished loading the web page.

I play Space Engineers and I use it alot when selecting mods and blueprints while playing. they used to pop up automatically if I hit a button in game but now I have to copy the URL into an external browser to view the pages.

I remember having this issue before and the Solution was to go into Steam's Interface Settings and Disable "GPU accelerated rendering in web views" which I did and after a restart the problem was gone.

However A new problem is cropped up as a result. For some reason Steam Client Bootstrapper now locks up at random making me unable to do anything until I've killed it in Task manager and restarted stream.
