Scrolling on Steam and In-Game Overlay is Broken Now

Since the last update (not a fan of the new UI by the way), scrolling with either the mouse wheel or even dragging the side bar on any page within an overlay of a game is completely broken now. Sometimes the page will scroll up when I'm scrolling down and vice versa. Sometimes the scroll only goes down or up so far and stops midway and you have to drag the bar. It was never like this ever before but the last update broke it. I dont even see how that could have been affected. I didnt notice another thread about this issue, but surely I'm not the only one. Please fix it, very annoying when Im trying to look at the store or profiles while Im in a game.

i have the same issue since the update. sometimes i cant even scroll with my mousewheel and i have to drag the bar. even pressing MMB and then dragging often doesnt work.

Yea, steam is f'd. I'm literally just getting used to how bad it is. I scroll down and if I want to go back up I have to scroll up, but then down one full scroll to go up all the way, makes zero sense.
