Best advice i can give from here on out is to see if you can't spread your game library across multiple clients. In the event that Steam really doesn't want to work, you'll still have games to play when your Steam library is inaccessible.
Unfortunately for me, i think i'm gonna need to find a new recording software since PlayClaw is tied to my Steam account. (And i can't say i'm fond of getting YNAB again since You'll Need A Budget to afford the new You Need A Budget)
Although everything else seems to be ok, it appears that the Library in new version of Steam can't properly detect a network change, at least on MacOS High Sierra.
EDIT: I can open the Library in offline mode with no issue.
If I go offline I can see my library but of course I can't install anything. So basically I can't play the games I bought. Yay.
If I remember correctly I think the issue for me was caused when switching between different networks i.e. switching between ethernet and wifi or between different wifi networks.
I haven't had the issue for such a long time.
