You can use Process Explorer. It's a Microsoft tool so it's safe, and works a lot better than taskmanager.

This is the RAM usage on my system. Upper part is Steam loaded without accessing the chat at all, lower part is Steam loaded with accessing the chat.

It's 182 VS 225 megabytes. Steam uses 40 megabytes only to start the chat UI. Note that memory usage grows with friends number and usage. I have "only" 27 friends a only one is online now, this is why is so low.

I don't want to install the new because (a) it will kill my bandwidth by downloading 1400 games worth of images and (b) i find it really messy.
A note on methodology.
- Hardware accelaration is disabled. Enabling it will hide some of the ram usage, because is loaded in the graphic card ram.
- Windows 7, CPU Xeon e3 1241, 16 GB ram, GTX 1660 TI.
- Only loaded Steam without interact on it at all.
