As per this post, some information on how to potentially fix this and/or provide feedback that should help in fixing it.

Have you turned off GPU accelerated web views in the Settings -> Interface section of Steam settings? We had a known issue during beta with that off causing failure to redraw when flipping components that use web views. We had a fix for that which had fixed the known cases, but would like to know the value of your setting and see if this is maybe related.

Also, can you confirm the version of Windows you are running and the Steam package version: number you see in the Help -> About dialog so we can tell which build you are on?

As i said before, ram usage should be checked with hardware acceleration for web pages disabled, because otherwise Steam will use video ram for rendering web pages.

This can explain why there is a large differences from user to user.

Also, Steam ram usage grows when more items are rendered in a list at once. Look at this video (if you don't believe it, you can easily reproduce it).

https://www.youtube.com/watch?v=bwxpe5XUXXQ

As you can see, Steam try to render all the items using a lot of ram and freezing itself during the process. This is probably caused by an unoptimized process. Usually large list of data are virtualized, and only the visible part is rendered. Apparently, Steam renderer all the list, and with so much elements it uses a lot of ram and cpu cycles.

It's only a speculation, but since the tech of the new library is the same of the new chat, maybe the problem is the same.

This is the worst implimentation of a ugly overcrowded downloader I have ever seen.
x3460 @3.7ghz and cpu usage shows about 40-50% for Steam. They might want to have the users to have option to turn off the useless eye candy that hinders performance.

Feels kind of half there. They just did not want to for example really make it better by making the client 64bit and redo the whole thing. They went the easy way and now the GUI for people with older hardware that is still a big portion of Steam users have bad performance.

If your cpu fan starts ramping up when scrolling down store GUI, then you know that something is wrong.
There is no real advantage in using 64 bit for application with a low memory usage. The only differences between a 32 and a 64 bit software is how much memory they can handle.
32 bit applications can only handle 4096 megabytes of ram (but there is a trick to make them handle more), 64 bit applications can handle tons more (exbibyes).

Until Steam is going to need more than 4 gigabytes of ram (and should not even go near to that much), the need of a 64 bit build of Steam is zero.

I just had to restart steam because the browser wasn't showing any of the pages when I checked my profile/unread notifications. Never happened before!
21% RAM usage here

WIn 7 OS
Steam webhelper.exe is top 3 processes in my RAM using @ 190k 178k 109k My antivrus @ 103k.
Then steam.exe 90k then another steamwebhelper.exe @36k.

Its Brutal

They enjoy ♥♥♥♥♥♥♥ over people with low spec computers because they think everyones computer can handle trashy over the top graphics. | NO one asked for this update it has over complicated everything and has even added games people have never really played or games they haven't played in years. I think we can all agree that this ui is bad.
to get back to the original low resource costing library, check out this video https://www.youtube.com/watch?v=bjN6-e3nlPE

my computers specs are ok, i just don't see why i should have my resources held at gunpoint by any software just becuse they are available. i'd rather save power and the life of my components, or at very least have the choice to do so.
not that steam is that bad really (..while small mode is still hidden and not removed completely), they just having a bad day at the office. this is pretty much the first time i have moaned about it since i opened an account.

Yeah the downloads are directly from Steam, he's just showing how to do it.
It's even better than his previous tutorial.
it worked great, although i had to let steam grab some of the newer files bevore i could cancle the download, otherwise it would straight go back to download and not try to update with what it had

On my computer Steams ram usage is about 850 mb, so not far from 1 gb. It takes more then half the used ram on my system at the moment, including watching a youtube video xD.

Also, shouldn't steam try and be a bit on the lighter side so demanding games can get the resources?
Yeah, for me the RAM usage went down so I'm guessing it was the goal but it is simply a bug.

Currently still sitting at 55,6 MB.
Use process explorer.

Two times started steam, and each time ended up with 905-907 mb ram for steam thingS. One time after a long idle for steam.

Edit: With all shelves deleted and all limit settings done.
Basically having a big useless empty window, that replaces the old list view, and a lot of ram usage.
