As per this post, some information on how to potentially fix this and/or provide feedback that should help in fixing it.

Have you turned off GPU accelerated web views in the Settings -> Interface section of Steam settings? We had a known issue during beta with that off causing failure to redraw when flipping components that use web views. We had a fix for that which had fixed the known cases, but would like to know the value of your setting and see if this is maybe related.

Also, can you confirm the version of Windows you are running and the Steam package version: number you see in the Help -> About dialog so we can tell which build you are on?

On my computer Steams ram usage is about 850 mb, so not far from 1 gb. It takes more then half the used ram on my system at the moment, including watching a youtube video xD.

Also, shouldn't steam try and be a bit on the lighter side so demanding games can get the resources?
Yeah, for me the RAM usage went down so I'm guessing it was the goal but it is simply a bug.

Currently still sitting at 55,6 MB.

Screenshot or it didnt happen. Even the old client never ran at 55 megs. Impossible sorry.

Again if the ram usage tends to get out of hand for you, again YOU because it doesn't happen for those who don't use steam client to surf around the steam sites very much, is very simple, just restart steam every so often and all that ram used will get freed up for the most part.
It gets like this while idling in the system tray, there's tons of people complaining about this.
They have good rigs and still get stuttering and lagging.
You can argue any point when you boil it down to its essentials and remove the scope of it.
Get educated, look around for real arguments, there's better hills to die on.

Libraries are quiet places, i liked mine that way: a collection of things I wanted in.

This new library is loud.
Fix it or I'll find another quiet place to play.

Not even talking about the huge ressources dedicated to force push other people's world into MY library.

Loud as in, it's in your face, overblown, badly lit, it's sensory overload.
There's no option to go back to the simplistic utilitarian design, people wouldn't be mad if you could just go back and the people who like the new one could stick with it.

What new? Steam Client when viewing the Library has looked the same since it first released. I think you mean BigPictureMode, something that is optional. The only need I ever had for BPM was to configure a controller, nothing more.
Hey guys you know that simple interface that we used for over a decade that people always loved and partially got us to where we are today as industry leaders?

Let's change that.
Use a skin for Steam Client
No seriously just use a skin, such as Metro For Steam.

It looks better and the client actually runs smoother with it applied.

Not sure why the burden of proof is on me, it's not like I ask everyone here that posts about high RAM to do the same afterall.

One of the webhelpers was eating a ton of cpu, had to kill it manually.

It didn't close any windows I noticed.

Don't have the ram problem though, just the usual couple hundred mb from chat windows.
On my System

RAM (16 GB)
- Idle : 150 MB
- On Library - 400-500 MB

CPU (2700X)

- Idle : 1-2 % usage
- Scrolling Through Library Artwork : 9-10% usage

GPU (RTX 2060)

- Idle : sub-5%
- Scrolling through Library : up to 42% usage

I tested a few games to see if leaving Steam on had an impact, nothing really new in some more performance heavy games like TW3. I don't think it has a heavy performance impact on games.

If you want to keep usage lower you could just use the list view, scrolling through it doesn't raise CPU or GPU usage by much, and I don't think it consumes as much RAM.

What list view you mean? Where is it? In the new UI I found only the option to make the game icons small.

Wait, you mean the list on the left? Yeah, you can do that... I thought first you can change the game icon list to different lists.

I hope you're joking, have you not gotten the update yet or something because the Library is vastly different and that's what people are complaining about. Metro doesn't work with this update, it's horribly broken.

You can lock down your current version of Steam and prevent it from being updated. That's what I did to keep the proper Chat UI back.

Which is not always a good idea.

Quite a few games require Steam to have the latest package update.

Some games also will have authentication issues and so on as a result of the client being outdated.

UH steam shouldn't take variable amounts of ram.

Several webhelper processes can be spawned, consuming RAM.
