As per this post, some information on how to potentially fix this and/or provide feedback that should help in fixing it.

Have you turned off GPU accelerated web views in the Settings -> Interface section of Steam settings? We had a known issue during beta with that off causing failure to redraw when flipping components that use web views. We had a fix for that which had fixed the known cases, but would like to know the value of your setting and see if this is maybe related.

Also, can you confirm the version of Windows you are running and the Steam package version: number you see in the Help -> About dialog so we can tell which build you are on?

All arguments do not explain why there is no button to enable list view, and remove what one does not want to see.

Edit to show break down, so someone doesn't get confuse how it came to that number, but for you on Win7 not sure why it's using more RAM, but for Win10 far as I can see it's using around 300MB, and I haven't even done anything, or running anything.

They know it for weeks. From the beta.
They know it for more than a decade, since people used that view instead of others.

And i think there is no button BECAUSE they know people would click it. And they are afraid of the numbers.

I'm not sure why yours is so low (although I don't really consider 300MB low to begin with, it's still half of mine).

How can I reduce Steam's usage? I already enabled all the new library settings which helps a bit, but not much.

The first friends list process shows what the ones inside the dropdown add up to. It is not using 650mb.... Perhaps you should learn how the Windows 10 OS works before trying to tell me i am wrong.

Check my edit, also I'm glad you caught on to that 300MB some people just include the 300 with added below before knowing that it was just the total they were looking at already, but yea I'm not sure why usage is higher for you on Win 7, I do have Win 7, so I might try this out at some point later on and test to see if I can get what you're getting.

I'm on Win10, so not sure if that's related to be lower, or not, or if you had to do more just to do more to function, I would like to see if someone using Win8, or 8.1 to see if it using more ram on those, but far as I can tell it's using far less than what people are yelling about on Win10.

Where you getting 650MB from? I'm seeing 375MB, unless I'm not seeing something, or you counting them twice for some reason.

through Task Manager, I have 12gb DDR4 , it's not that "wooden"
Odd. What I learned here today is that on some systems Steam apparently only uses around 300MB (still too much if you ask me), yet on other systems (such as mine) it easily uses double that amount (freshly started, minimized, no browsing).

In any case, Valve should really (REALLY) introduce a minimalistic/skeleton version of Steam, a super lightweight version for people like me, loading only the bare essentials without any bloat, so that games and controller profiles function, nothing more.

Pretty please.
