If you believe your account may be compromised follow these steps.

Scan for malware. https://www.malwarebytes.com/
Malwarebytes is a renowned and good anti-malware, you will need to make sure your PC is safe and whatever compromised you is gone.

Deauthorize all devices https://store.steampowered.com/twofactor/manage

Change your password on a secure device.

Generate new back up codes. https://store.steampowered.com/twofactor/manage

When your PC and Steam account is secured contact Steam Support, they may be able to help you. https://help.steampowered.com/en/wizard/HelpWithUnknownCharges

EDIT:

In the future make sure to not click suspicious links from unknown people who add you, and NEVER give your login details to anyone or any site linked to you that you do not 100% trust. They may also try to impersonate Steam or other renowned sites.

Steam employees/admins/mods will never contact you for credentials or items. If they threaten you with a ban or something alike report them, block them and ignore them.

I've deauthorize all devices, I've tried to contact steam support yet they said unable to refund this purchase because it contains a gift that was sent and redeemed by another user. They'll need to use the Support site to allow for the refund.

What should I do? It's quite a lot of money

I always log in from my own personal devices and never share any login details. I just dont get it this is the first time my balance gone just like that.
I've try to use steam support on help with unknown charges and it seems just worked with purchase using other than steam wallet right?

Send a ticket to Steam Support itself, not a refund ticket. Explain the situation and they may be able to help you or reverse the transactions.

On the top left of Steam there is a "Help" button, press it, and click Steam Support at the top. Then click on "purchases", "I have charges from Steam that I didn't make" and "Contact Steam Support". Further instructions are there.

Make sure your computer is safe so it doesn't happen again right after, accounts are rarely "hacked" or brute forced, they get your account information by tricking you into giving it to them, logging into a fake site, or downloading Malware.

Though there has been instances of Steam wallet funds now showing when Steam have problems or maintenance, if you see your funds having been spent in your history (that you have not done), that is a indication of your account being compromised.

I'm aware that steam wallet funds got some problem last few days. I've tried support on purchases and I need 4 last number from account. Is it my bank account? Even I just lost my steam wallet balanced not from my bank or CC account?

Apologies, that option seems to be only for credit card transactions. Steam doesn't restore items or gifts that have left your account anymore.

Oh crap... So i just let it go? As frozen? God. But thanks anyway, you're so helpful. Much more than steam itself

Yea sorry for the misinformation, I misread. While it's sad that items, gifts and such cannot be restored it better than your credit card being compromised. They stopped reversing items since people could abuse it, items were duplicated and such. I personally wasn't even sure on the Steam policy for funds, if your Steam account already had the funds before being compromised it falls under the same thing as items gifts and market transactions, which are not reversed by Steam.

You can check your account access history to see where your account was accessed from if it was hijacked:

Make sure to use the mobile authenticator if possible, makes it a lot harder to get into your account.

You were phished somehow. You may have clicked on a malicious link or inadvertantly signed into a fake Steam login window. Try and work out how this happened so you know it's safe to resume.
