Family sharing is not the same as what you refer to.
Giving your account name and password is against the SSA rules for practical reasons.
You are responsible for it.

Your shared account inflicts paragraph 1 of the SSA:

Your problem is saying "No" to your brother.

Tell him he can't mess with your account. He's got his own.

You can family share your library with your brower if you want. While that still may get your account banned (if your brother cheats), it's not as bad an idea as giving him your actual account.

Just say no to your brother. He can make his own account. You've already been told it's against Steam's rules. If anything happens to your account because you loaned it to someone, Steam will not help you fix it.

Why should they assist you with violating their Terms of Service? Share the account with your brother and it may get permanently suspended or even terminated. Then you can't trade or buy stuff and in the worst case, lose the entire account, with everything in it.
