[Dev/Workshop] Can players upload Copyrighted music to my Game's Workshop?
Let's say that I made a Music Game with Workshop integrated on it, where the players can create "maps" using their local music (that may be copyrighted) and upload it to the Workshop, including the music (just like Osu!* but using the Steam solution). Can I (as Developer of that game) be legally affected about that? And the player that uploaded a copyrighted music could be legally affected too?

*My game, unlike Osu!, will be a paid game without open source code

And what would happen if the user that made the map only uploads to the workshop the map's data and the player that downloaded that map use his/her own music file? (Like Project Diva for PS3)
If you made something that allowed users to use their own music when playing your game, that would be fine as long as the music itself could not be directly copied or shared to other users.

As a developer, it would be your job to prevent such things from happening. You would be directly liable for infringements and the affected party would target you rather than just a customer for any damages. Workshop DMCA's are very routine to submit and if a game is persistent in this behaviour or doesn't do enough to prevent it, Valve or the affected could have the game struck down at the very least.
