You could at least check the already available information, Valve did not hide it.
You probably read something old from the sound of it. You could trade games once upon a time, but no longer.

Only trading is restricted. See the Steam Trading FAQ for more information. (it says trading is restricted but clearly says BECOMES TRADABLE 30 DAYS AFTER PURCHASE which is what made me go bonkers)
