Install the game, you'll be prompted to insert the cd key. Sometimes during install, sometimes during first play (though the latter is more rare). Then add it as a non-Steam game.

You bought a CD key without CD and that didn't raise any red flags?
There is no official iso.
Always read very carefully. If it's a Steam key, it has to be mentioned to be redeemable on Steam. The game is from 2007, that was a time that many games didn't go through Steam.
The link provided by Wolf Knight in post #7 has authorized sellers, use that as a starting point to be sure.
