Steam download speed throttling on Windows 10.
OK so this issue has been a problem for a while now but ive decided to finnaly adress it incase someone may have a fix. Let me explain the different computers i used to find this issue before we start
Computer 1: (Old PC) Running windows 10, consists of a i7 5820k and a 1060.
Computer 2: (New PC) Running windows 10, consists of a i7 8700k and a 1080.
Computer 3: (Laptop) Running MacOS Mojave. 13inch 2017 base model mac book pro.

OK so the issue. On both windows PC's my steam download speed is around 7 to 8 MB/s. I've tried countless updates and driver updates on BOTH my new and old PC's. Keep in my my new PC has very little programs and is mainly used for gaming. I have not transferred any software from my previous PC to the new one.

Now on my mac book pro the download speed is around 25 to 30 MB/s. The download does push the cpu to around 90% but apart from that it can download at much better speeds.

Now I've used a wired connection for both Computer 1 and Computer 2 and have also tried a wireless connection. Both times I've been capped around 7 to 8 MB/s.

So ultimately my question is does anyone know why windows 10 is capping my download speed while MacOS does not do this. I've read only that it must be some sort of software on my PC's limiting the download. But like i said I've tried it on two different computers one being almost empty of applications.
If you guys know how i could try and remove the "limit" on my windows 10 PC i would greatly appreciate it.

What cable are you using?
Are you sure the Win 10 machines have Gigabit LAN adaptors and not a crappy 100 megabit ones?

I was just downloading at over 500 meg using Steam and Win 10.

So I'm just using a standard ethernet cable that came with my wifi. I have also tried wireless like i said before and no progress. My new PC has the z370-f strix mobo from asus and the ethernet cable is plugged directly into the PC from the router.

also got download problems,
my network test on internet is 220mb/s on steam 8-9mb/s
also steam cant even fix their own payment problems for some reason i cant buy things like steam controller and link etc... its time to fix problems in stead of only selling games

Steam Link was discontinued as they now favor the Steam Link app.

For a few months now i have been having this problem, other launchers like Origin or Uplay download at full speed, but for some reason Steam keeps downloading really slow. Happened in my old computer, now in my new PC, already tried a lot of things, nothing seems to work. If you find a solution I would like to know

Using a VPN (accessing from another city within your country) to use a different route to the servers helped out others.

It's not the perfect solution but it might work, I had not tought of using a VPN. I will try it later, thank you!

I noticed you're from Uruguay. I'm in Argentina right now, and I'm having the same issues. Anything steam related takes forever (Store, client, even loading the pictures in the store) So i thought i'd re-install Steam. Big mistake since i couldn't even download the installer from the website.

I just got a vpn to canada and everything seems to work fine, so the issue is not on our end. Is not windows 10 throttling your connection, is the steam servers (The CDN actually) acting up really bad in South America.

It's really strange, i have been having this issue for months, i don't know if it's the same. I don't really have any problems with the store or the client, just the downloads, for a few months until now i had been downloading between 200kb/s to 2mb/s, randomly going up or lower. I tried with a VPN this morning and went up to 6mb/s, deactivating it and now its downloading at 7-8 mb/s (that's fast for my connection, and that was the normal speed i had before this started). I really don't know if the VPN had something to do with it or not, and if it will go slow again later, but for now it seems to be working fine, so thank you all

Using NordVPN and connecting to germany im able to get 14MB/s which is a much higher improvement so that seemed to fix the issue. Still don't understand why this was a issue in the first place.
