Steam games not installing on second Hard Drive
This only started happening a couple days ago but whenever I try installing a game on my second Hard Drive, which has 3 TB of remaining storage, games that are only a gigabyte (My Friend Pedro) take almost 20 minutes to allocate and then never install. When I try installing games on my original Hard Drive which has little to no storage left, games like My Friend Pedro install completely within minutes. I tried defraging my hard drive and even using the windows error checking feature but nothing changed. Any idea what the problem could be?

When you install games to the HDD with almost no space left, are the games small?
When you install games to the HDD with 3TB left, are the games big?
Have you checked your download progress on the larger installs? Allocating space happens before the game downloads. If you're trying to install a large game, it could still be downloading after the allocation.

What's the download and install progress/status when you feel like it's complete? You say it never installs, what does that mean? Has it said the install was complete or incomplete? There is no inbetween.

I've tried installing large games and smaller ones. Games like My Friend Pedro and Black Ops 3 wont install on my Hard Drive with 3TB left despite the difference in game size. But on my hard drive with hardly any space left the games install perfectly.

What error message are you receiving when you install games on the big HDD?

At first it was saying Disk Write Error but that is no longer happening. The game says it's installing but no progress is made.

If it still says Installing, I would wait, even if it's a long time. Usually there is a process being done that you can't see the progress of. If it's a large game I would even wait upwards of an hour or more.

I left it overnight once and I came back and zero progress was done on the installation.

But I'll try anyway

Go to your steam >settings and set a " folder location " in the USB drive.
Edit
Library. Steam >settings>downloads> add a new Library Folder

If both are HDDs anyway, move the whole Steam folder to the other HDD. That may help.

I had to return my external hard drive eventually and buy a new one. After I did that the same slow allocating issue remained but the games installed perfectly. I think if you want faster allocation speed you need an SSD but i'm not completely sure.
