The only reason a fan goes faster is because it needs to stabilize it's temperature. Doesn't matter if it's for high graphics games (That use your GPU more) or games that are more reliant on CPU.

Either clean your PC (and maybe replace thermal) or turn off auto CPU fan (In Bios, but i wouldn't recommend that.

My own fans go 100% during the summer (While having fan speed set to auto), have to clean it more regulary to keep the noise down in the summer.

Are the FPS limited? Is it a laptop or a desktop? What are its specs?

This also happens to me and my PC is pretty much brand new. I can play Destiny 2 no problem, Tekken 7 no problem, Minecraft no problem, Divinity Original Sin 2 EE no problem, Unturned and all fans go crazy as soon as you get into the main window, same happens with Outer Worlds. It is not with all games, that's what's crazy.

Use HW Monitor, run a game for 15-20 mins then report back the temps.
Enable vsync for those games

Another reason why fan speed can be high is that the thermal paste that transfers the heat from the processor to the processor fan has hardened and dried out. This means that when extra heat is generated it is not being transferred so the fan speed increases. If it is an older PC you can replace the thermal paste and it should help keep fan noise down.
