If someone truly owned CS:GO before it was F2P, they should be eligible for card drops.
The game was released in 2012 but didn't go F2P till 2018.
Either you didn't own the game before it went F2P, or you got your free card drops already.
Click "How do I earn card drops?" and it will show you how many free drops you have been eligible for and how many you have already received. If it does not say "Drops earned by purchasing: 3", then you didn't own it before it went F2P. If you had played during some free weekend before the F2P thing started, that wouldn't count as owning it.
But for the OP, either he didn't purchase the game before it went F2P or he already got his drops.
