If all else is equal, the 2060 is the better option, unless the 1070 has much better storage and a notably faster cpu.
1070 has more VRAM but the 2060 has 6GB which should be plenty for the next couple years.
From what you have said, the 2060 is better, but unless we can see the full specs who can tell.
