You will have to sign a disclosure that you own the Artwork.
You'd have to contact that person to ask for permission. You can't without permission.
It's up to you. I would not do something like that, because it goes against my ethics.
But you may have entirely different ethics. That could be possible, depending on where you live. You could take everything for free if you want, because there is no one to stop you from doing that, aside from yourself.
Officially, it's not allowed, but people don't seem to care about this anymore. There are so many people breaking the rules, it's impossible to put a halt to it, unless someone reports 99.9% of the Steam users, which isn't realistic. There are just too many of them, and I am not going to pick on a single user, just so that one can get warned, while 99.8% keep doing it. That's not justice, that's just picking on someone without causing a change. Besides, I´m not getting paid to be an internet police man.
Things would be a lot easier, if people were just being honest, but that isn't realistic either. That's never going to happen, because it's not beneficial to do the right thing.
Well, as a matter of fact it is if everyone would do it, but you can't make people do that. They just do whatever they want to do, because they can.
But if you are a responsible user, you will not do this.
It's like finding a hundred dollar bill on the street; you should bring that to the police, right? Because it belongs to someone else. But that's just not gonna happen in 99.9% of the cases either, unless they're saints. (which, as you could have guessed, they aren't)
It does not matter if you do it only for your friends or for everyone. It's not right in both cases. And only giving it to your own friends and family is probably even worse...
