Can I use Steam games and It's platform for my own buisness?

I wanted to start a VR business but just realized that it might be illegal to use steam games for said business since copyright protection and fair use might not apply.

Does anyone know the exact details?

You'd have to take that up with the developers of the game if you want to use their games.. Even Steam doesn't own them per se
Steam is a game client from Valve.
