Buying games in a different country

I was wondering if it is against Steams ToS if I buy a game in a different country with that countries currency. Currently I'm in Turkey where they use Turkish Lira but I originally live in the Netherlands. Whenever I launch steam I get a pop up with new games and deals which shows the prices in TL instead of Euros but whenever I browse the store the prices are in Euros. I really want to buy Virmintide 2 as it is on a sale right now for 12,50TL but in Euros it's around 6 or 7 Euros. Am I allowed to buy games in TL while I am in Turkey and will the games I'm planning on buying be locked when I return to the Netherlands?

TL;DR: you need a turkish payment method and change the store region in your account details.

Temporary Cooldowns:
If the store country has been changed in the last two weeks or a purchase was made in the previous country within the last 48 hours, you will receive a temporary cooldown on your account. The cooldown will prevent you from changing the store country for a period of time.

Note: Steam Support will be unable to assist you with changing your store region.

You might miss some sales when you get back home, because the cooldown is a month. It's not intended for vacations.

You can continue to use your European payment method while in turkey
