Sounds like your anti-virus blocked it.

well i turned off my anti virus and it still didn't work

If you tried everything and nothing works, why not give up?

Even if you turn your AV 'off' , it doesn't mean it's actually 'off' for most of the AV's.
Whitelist all the steam folders in your AV, or uninstall your AV.

You can reinstall AV it if the game still doesn't work. (Or run windows safe mode)
