Cant change properties such as the description for a games shortcut.
I want to organize some of my games into a folder by their description so they go in an order I want. But everytime I try to change a shortcuts description, I get a popup saying I need admin permission to change it, I click "Continue", then it says I need permission from a certain user. Well I am that user, I am the only user on the PC, and I am the admin. I honestly have no clue how to get around this. My goal is to just organize a folder with Half-Life and TWD games so they appear in series order, not the name. If anyone has a fix for the permissions issue or if they know another way I can organize them in my order, that would be great.

Game name is tied to digital license.
There libraries are also tied to Steam and your account. If the folders are modified Steam will nolonger see them.
For Desktop create a master folder name it games then add your shortcuts to individual named folders inside.

With the steam client all you can do is categorize them into personally named category folders.
I use the name of the developers.

What's a "shortcut's decsritopn"? If you mean "name", create a couple new shortcuts on the desktop, rename them however you want and put them wherever you want.

Are you talking about Windows-shortcuts on the desktop? These come from two locations -- your personal profile, and a public section. Changing a shortcut from the public pool requires admin privileges.

What I have going on my desktop, is a folder for TWD games, and because of the naming the games are placed like 3, 2, 4, 1 (the numbers being the entry in the series). What I would like to do, is change is so I can get the games in order like 1, 2, 3, 4.

Nevermind to all, I found a way around it, I just recreated all of the shortcuts in order by the series, then sorted by "date created" in my Windows 10 folder.
