Can't delete desktop shortcuts on Win 10

Just straight up can't delete any of the desktop shortcuts created by steam. I can't even move them to the recycle bin. Even tried it in safe mode, still doesn't work. I got as few of them off the desktop using Avast's file shredder, but now it isn't working on them either. Anyone have a way to fix this? Trying to get help from Steam's "support" for this has been nothing but a huge waste of time, but whatever, I'm just a customer.

Open the taskmanager_processes find Explorer and end task.
all your desktop icons will disappear, keep taskmanager open use the new task >browse to Desktop and delete those shortcuts.
Then new task again type in Explorer.
Explorer is windows and that can hold onto stuff ending it from running disables the hold.
May or may not work.
