All you can do is try to reduce the file size by optimising the gif. If you created it in something like Photoshop then try reducing the colour palette as much as possible, use a different dithering algorithm, snap close colours to the web palette, and disable transparency if possible. If you don't have an image editor that can do these things, then Google gif+optimiser and see if any of the many available online tools can help.
Is there anyway that I can just upload it like this or upload it as mp4? It would only be 4mb
you could try shrinking the gif with this tool https://ezgif.com/optimize

This don’t make 35 to 8 :/ or if it does it looks really bad
In one of these threads someone was complaining about the same. Turned out he had a gif animation of flames, that was 163 frames long, and you could barely tell the difference if you cut it down to a mere 3 frames.

You can lose a ton of animation in most cases.
You can optimize it in Photoshop.
Look what I did with my artwork without making any noticeable difference

I cut it from 32.1MB to only 700KB
At that amount, just... make a video and be done with it. That's not an 'animated gif'. That's a movie.

Also keep in mind: you will run out of space on your small allotment for any future items, after uploading something that big, too.

Gif for Artwork must be max 4 megs and less. It will not upload if it exceeds 4 megs
