Then delete saves as Reboot suggests or delete from the game's save directory .
Disabling cloud remote storage will stop them from redownloading off cloud again.
Here is a list of your cloud saves as you can see they can't be deleted from there.

Or disable it on a game by game basis if you do use it for anything
Sorry, that's BS. The only reason cloud saves work is because Steam ALSO keeps them up-to-date; if they would just freeze a certain state of the save forever they would be completely pointless.
Steam downloads the saves before you play the game, and uploads them again afterwards.
I've tried this many times for Skyrim SE, disable cloud sync, delete locally, but the minute you turn it back on they come back from the cloud. Unfortunately doesnt work at least not for SkyrimSE

just because steam has a issue, what if this is a own Security app issue that block it then again we are over in diffrent issue.

Currently, there is no official feature that allows the deletion of cloud data for a game. However, you can follow the process below to attempt to manually overwrite this data.
Important: before doing any of the actions below consider backing any files that will be removed to a separate location until you confirm it worked as you desired. Please note that this process is not supported so we will be unable to provide any additional instructions regarding it should you choose to do it.
1. Make sure the game is installed, it needs to be installed for the files to be found.
2. Disable cloud functionality for the game (right-click the game in your library -> Properties -> General -> Untick "Keep games saves in Steam Cloud for Dead Space")
3. Navigate to the account's data page for your cloud saves at: https://store.steampowered.com/account/remotestorageapp/?appid=1693980
4. On this page, you will see each file currently in the cloud for your account for this game. For Windows, these files can be located at: %USERPROFILE%/My Documents/Dead Space (2023)/
5. Navigate to the location for the files on your computer and delete any files you wish to remove from the cloud in that folder and any sub folders.
6. Now, launch the game and create at least one new save file.
7. If that was successful, close the game and re-enable the cloud functionality for the game.
8. When you launch the game again, you will be prompted by a cloud conflict window asking you to pick between two options. You want to keep local files by selecting the "Upload to the Steam Cloud" to overwrite your older files.
9. Now the data for this game should be reset. Note that in some cases the cloud files may have been overwritten successfully without a cloud conflict window appearing. You can check the account data page again to see what is now stored.
