Edit: Ah just looked at your account, VAC banned, you can't family share a game you are VAC banned in
Only the account, not email
Creating a new account on the same email will just give you a new empty account with no games as well as your previous account with your games on it.
Reason if you cared to read below, and a better solution for you.
Games do no transfer, they're bound to the account, not email, or phone number. Yes you can make another account, and use same email, but you won't gain access to the other account that way, if you want to make a new account, and access your two game on the other account you can do family share, what it does is allow you to access one account Library just like sharing. Please understand that some devs/pubs choose to opt out of this feature, such as Rainbow six siege, or etc is to avoid players that have been banned for cheating to be allowed access again.
