You've never seen 300 fps, unless you have a monitor that has a 300 refresh rate, which I guarantee you you do not. However, 40 isn't great with that setup as it is, so obviously something is wonky.
make sure that the case is clean inside, no dust, nothing blocking any fans, all the air flow is good, and that all the components are properly seated and plugged where they're meant to go. Smell it when it starts, Magic Smoke of Doom might be on the way if a component is fritzy.
If you bought it already built and aren't comfortable opening the case, FIND SOMEONE YOU TRUST that can help you. It's best if you learn how your computer looks on the inside, what each component is meant to do, etc - so that you will be able to troubleshoot it better.
It seems like it's overheating, by your description.
Could you do this please, go up to the top of your Steam library window and click HELP > SYSTEM INFORMATION, and paste the ENTIRE list here? Because that'll show driver types and dates, OS, and other things :)
It's possible that something in the operating system has changed settings, if you're on Windows 10 you might need to manually switch your video for gaming to the graphics card. (Sometimes windows 10 has been known to alter which device is used, the motherboard's onboard graphics, or the video card - usually the card's supposed to be used, but if this has been changed, you have to go in manually to get that to work!)

What you want to maybe try, is get into your Control Panel, find your Hardware Manager, and look for your video adapter. Make sure that your video CARD, that nvidia 2080, is the ONLY one that's showing.
Since you're on windows 10 and I don't use it, I cannot give you specifics about where to find those things, I only know 7. You might need to disable the video coming out of the motherboard (the Intel 630) so that it *forces* the computer to utilize the video card instead.
DISABLE the 630 MANUALLY, that should fix it.
Hopefully this googled info will help you do that:
Press "Windows-R" to open the "Run" tool, type "devmgmt.msc" into the box and then click "OK." Double-click the "Display Adapters" category in the Device Manager window to display its contents. Right-click the graphics device labeled "Onboard" or "Integrated" and select "Disable."
So make sure the cable running from your monitor to your computer is plugged into one of the hdmi or display ports of your video card, and NOT the motherboard. (both are on the back of your computer lol)
Then it's on to googling. There are multiple ways to disable the on board graphics. through the device manager as suggested in the post before me. Possibly through your bios (don't change any setting in there unless you are 110% sure), and probably other ways.
and WOW I just read your specs real quick. 550w with a 2080 and a 8700k. W T F. I'ma check out how many amps you got on your 12v rail but knowing corsair when they say 550w that's 550w on a single rail 12v coil alone.... but that is probably not enough to run your computer. and check if that is enough electricity BUT I HIGHLY DOUBT IT. It wouldn't be your fps problem but it could damage your PC.
edit: but check that the cable from your monitor to your pc is going to the correct port, the video card one not the motherboard one, then see about disabling onboard graphics.
