Trade bug/hacker?
I have two accounts on csgo and was trying to move all my skins to my other account so I sent it a trade offer with all my items. I confirmed that on steam mobile app. The trade offer to my alt was cancelled after that and was offered to someone else I assume the hacker. I never sent this person on offer nor did I confirm it on steam mobile but it says the trade was accepted. I now do not have any of my items.

Your account is compromised.

Scan for malware. https://www.malwarebytes.com/

Deauthorize all devices https://store.steampowered.com/twofactor/manage

Change your password on a secure device.

Generate new back up codes. https://store.steampowered.com/twofactor/manage

Revoke the api key https://steamcommunity.com/dev/apikey

Stop giving away all your account info to phishing login pages on 3rd party skin sites.

Your items are gone for good. Report the account that received them.

You've been hijacked. Your stuff is gone for good and will not be reinstated (unless you are on email confirmation and can still cancel it). You entered your login into a phishing site. There's a bot in your account, that will do this to all your valuable trades.

To clean your account, do all of the following in short order:
- Change your password
- Deauthorise all other devices
- Revoke your API key
- Order new backup codes

Yes, you did. You thought, it was your secondary account, because the account took the name and avatar of it. You could have recognised it through the wrong level and account age.


P.P.S.:
An important advice for the future: If you need to enter your Steam login into any website, go to the main page of Steam and log in there instead. If you try to log into the site you want to go to then, you should be able to confirm your account without entering your name and password. If this is not the case, it is not Steam but a trap.
