Steam refunded my cyberpunk 2077 pre-order...
I didn't ask for a refund, there is no error on the transaction as far as i can tell. but they decided to refundo the money but not the 90k tokens i used. i opened a ticked about 10 hours ago and no response yet.

Are positive you didn't do a refund?
Do you have anyone else that have access to your account?
Support will reply soon enough as too many people are flooding them with tickets for refunds and such.

i 100% didn't do it, nobody else have acces to my steam account, what worries me is that the the tokens will become useless in a few hours and i bet they will use that to not reinstate my pre-order

Valve wouldn't do a refund out of thin air unless it was requested by the user, or authorised on order by the payment provider.

^This. There's no reason for Steam to issue a refund unless.

A. The dev/pub is reimbursing everyone, and taking the game back.

B. Someone on the account make the request for the refund.

C. If you got a red warning, then might suggest the payment option was used by the owner has done a charge back.
I have Cyberpunk 2077 and have not received a refund for it and i have also NOT requested one.

As has been said, steam does not randomly give users a refund without having been requested.

Also did you do any refunds? For example, make mass purchase to earn tokens, spend the tokens and then refund the purchases after consuming the tokens? If so, that would be abuse and Valve would reverse any transactions that benefited from this activity. Either that or there was an issue from your payment provider side.

never did any refunds ever

You failed to factor in leftover Lunar New Year points though. I think spendings between that and the Prix partially count as well.

Those would not amount to anywhere near that level unless the user spent an insane amount of money in the store previous.

Who can say he didn't? A quick check on his profile kinda shows that money isn't the problem for him.
