Your drivers may be woefully out of date, or not good ones to be using. Also, define "low fps" - do you mean internet lag, or do you mean rendering stutter or slowness?
So did all your games start to lag suddenly? Did you change anything recently in your pc configuration?
Is your HDMI cable in the right slot in the back, meaning plugged into the graphic card and NOT the main board because then your system only uses the integraded Intel HD graphic on your CPU which could explain the sudden performance trouble.

Yeah if your system has to fall back on your Intel HD because your main GPU gives no signal then that is the reason.
Its either dead or dying.
Again, did you look at the back that the cable to your monitor is plugged INTO the graphic card and not the mainboard connection further above?
That sounds like a whacked GPU.
