Astroneer Terrain Tool uses no energy

I used to play Astroneer in its very early phases and I think I remember that the Terrain Tool used up my batteries. When digging in a cave, I always had to have a power station on the surfache and tether it to my digging spot to be able to reload my batteries (and my vehicle's batteries). I am now playing the newest build after a long break and I have noticed that the terrain tool does not use any energy at all. Is that a bug? Seems unlikely that they would change that.
