once a ROW key is activated on your account they should be shareable.
however GTA 5 and Ghost Recon Wildlands are not shareable because they use a third party account which is tied to the Key owner's steam account
Then complain to Ubisoft for providing you with the languages for your country. They have full control over what you do and don't get.
Because they put the language restriction based on region location on their game.
None of this is a Steam issue.
OK, so buying a global version of the game on Steam should clear me out of problem with language restriction?

Steam is just the place Ubisoft sells their games on.
There's no way for you to buy a "global" version on Steam without breaking Steam's subscriber agreement. All retail keys for Ubisoft games redeem on Uplay. The only way to buy a Ubisoft game on Steam is directly through the store.
Valve provides all the tools and the developers/publishers decide how to implement or use them how they want.
Ah so i can't just buy a global key for Wildlands on Steam from a retailer and activate it to be able to play with no language restrictions?. The problem is i would have to vpn my store either way on Uplay to buy it directly from the store because they also provide me with russian region prices and games.
Well I think you'll find that's generally against most store's ToS. So when you get your account terminated, no tears because you were warned.
Ubisoft are known for their awful language support on eastern region locks. At one point all they offered was Russian language, even in the Chinese market.
