Are you in a group chat together? Double click the name in the channel.
I don't think, it was one of the more obscure ways to get into a direct chat like through trade messages or after a multiplayer game in certain games...
While I would not completely rule out, that developers do have additional ways to start a chat, I have not heard about it yet.

Necro'd because it's what came up first in search results and, currently, it's still relevant. Thanks for the info. Steam DOES have a private message feature (where developers can contact users) and I also didn't know where to find the message after I'd closed it since I'd never used the feature before.
