Cant get virtual gamepad controllers to work in steam games

Hello all, I've been trying to get this virtual controller setup to work for days now and still have not got it working.
I've managed to get to a point where steam picks up the virtual controller, but then the control functions actually still don't register in games.

Here's what I've done so far:
What I've done so far is this:
1. Built a steering wheel that uses a mouse mounted to it to get left and right axis.
2. Installed Vjoy, and virtual xbox gamepad drivers along with UCR (a program that compiles AutoHotkey bindings for you)
3. Set up UCR to bind the mouse x_axis to the virtual Xbox Left stick x_axis.
4. Tested this in the gamepad properties, which shows it works.
5. Opened up steam, where the virtual gamepad is recognized.

But after I get to this point, I'm stuck. I have no idea how I am supposed to get it working from there. Simply selecting the controller and heading on into a game doesn't work. The game will pick up the controller but will not register any inputs from it when I move the mouse.

Anyone have experience setting up gamepads on steam, and how to make sure the right keys are bound to the steam controller layout in steam?
