CANNOT REINSTALL - Desperately need help

I have uninstalled my Steam via the control panel. After trying to reinstall, I got an error saying that an instance of steam was running. So I used the command prompt and taskkill /IM Steam.exe /F to end the task. I was greet with and error in the command prompt: “The process Steam.exe” with PID ****** could not be terminated. Reason: there is no running instance of the task.” However when I go into details in task manager, the unwanted steam.exe remains running. Please help me, I am completely barred off from any of my content.
