Food for thought just gift game to your friend if price currency is not greater than 10%.
But for future reference just use Steam gift been around for years, instead of loading your Steam wallet, saves you whole trip if you just wanted to gift money to friends or family on Steam.

there is actually a complicated story (that is related to sending money through steam market) i wanted to share and find out how they are avoiding the 15% fee but i dont think its appropriate to say it here.
Eg.
Peter wants to send game to his friend which is in different country from him.
Peter can't send the game through steam gift because they are in different region, he then try to send currency through steam gift card but valve made certain region such as Argentina unable to received them. Peter think long and hard about it and came across this method above ^ but somehow he was able to send to his friend directly and even "avoid" 15% extra charges from valve (might not be as accurate as i want them to be but is very hard for me to explain in detail as i have come across similar situation in the past
Let say example ATM USD $1 = ARS $99.00 for market.
If the game cost $99 ARS in Argentina, and game cost $1 USD in US, that 0% so it not greater than 10%, so you can totally gift it. Now let say game was $88.11 ARS, and game cost $1 USD in US still, now that 11% which is greater than 10% so can't gift it.
Now there is a workaround to that problem as this has no % restriction and this is to gift Steam funds to others but you have to use external payment such as paystation, credit card, or bank tranfer, hope this helps you. Also to add, ask them if they have taxes apply at check out for them, this way you can know how much you need to send when gifting.
There is no fee for gifting games
