Region codes on pc games

Hello i want to buy a physical pc game from ebay but i looked at the region code and it says "US/Canada". Does this mean i wont be able to play the game because i live in Europe?
Is there any way around it?

The game will be region locked. Have a look here https://isthereanydeal.com/ for a digital code or buy a physical edition from a proper retailer if available that has it stocked in your region.

I actually want to buy Silent Hill 3.. so the pc versions are far and few and they stopped releasing them long time ago

You sure there's no way around it?

It may be region-locked for 3 months upon the activation on your account. Alternatively, it may get locked permanently or might not even activate on your account at all.

If you could buy region locked games without consequence, everyone would run to Russia and get the latest games for £5 a piece. More information can be found here https://support.steampowered.com/kb_article.php?ref=1266-QFZC-2141

Found this old thread https://www.reddit.com/r/silenthill/comments/2ei6xv/legit_versions_of_silent_hill_3_pc_looks_like_uk/ and it would appear it does work not being tied to a DRM.

Silent Hill 3 is a very old game and does not have any activation code for Steam, just a standard serial key to install the game. Those are not region locked.
