Steam sub menus not visible and stuck in taskbar(friends, settings)

My steam friends list and settings menus wont show up when I open them. What I mean is. I'll click friends list or settings, they'll show up as opened on my task bar and task manager, but arnt actually there. They dont pop up, if I hover over the task bar I see a transparent and invisible window. I've closed steam with task manager, tried the web browser and cookie dump in big picture mode. Nothing works. The friends list not showing up has become a reoccuring problem. No solution I've found works.

For some reason my PC was detecting two displays when I only have one monitor. These menus were popping up on a non-existent second monitor. So if you have this issue, check your display settings and make sure your system is only detecting one monitor. If not, simply switch it back to only one monitor.
