Account always saying "Online"(Included when i close session)

Hello, I want to talk about a problem that I have. Every time I log out of my phone and PC, I check my account page on the web and always says "Online". 2 days ago my account was stolen but luckily I recovered it. I have Steam guard activated and my settings are in:
Basic details: Public
My Profile: Public
Details of the games: Private
Friends list: Only friends
Inventory: Private
Possibility of posting comments on my profile: Private
Obviously try putting them in public and keep saying "Online".
I do not know if the one who stole it is still using it or it's just a visual effect, could someone tell me why does this happen to me?

It says for a while "Online" when I start and close session on the phone, after a while it is as if it disconnected itself but it takes longer. That must be a bug that steam has not solved so it would confuse a little if really the user is still connected or not.
And one more question before finishing this:
If someone else besides me knows my username when I log in (that which you put when you are logging in), can they steal your account? I say because they can put my username, for example, to mark as if I had stolen it and they put their own email, oh does not it work like that?

Just knowing the log in name is not enough.
But you should not tell it though.

Also he could even go to steam support and put my log-in name there, put the email he uses, put the oldest one in this case, my email and put his phone number.

I say this because of the fact that bot problems are mostly, and technically programmed to respond to certain commands to solve problems. That's why I say, bots can not see the deception itself, this would say that if someone with only know the log -in name could take someone's account more quietly saying that the original owner stole it for which is not true.
