Visit the Steam support site, log in with your account information if needed.
Click Games, Software, etc.
Select the game you want to delete (you may need to search for it). Next, select I want to permanently remove this game from my account.
If i am not wrong, buying any new game you have to unlock the 20 base operators one by one.....
You can get the years operators, but the base ones have to be unlocked.
As you had the starter version and not many unlocked, this might not be a problem for you.

Until now i thought only the standard edition got affected, and its price got lowered. Instead of having a starter edition.
But as it looks, all are affected. The price for a base operator is lower than in the starter edition though.
No joke, sometimes it can take 14 days.
