you will most likely have to deal with the issue, i doubt steam is going to fix it.
false, it is an issue and like mentioned has been an issue since 2013 or later.

your already know what issue we are talking about...
just steam being steam, it has many long standing issues that havent been fixed or even acknowledged.
not including the download speed drop outs, you will also possibly notice or start noticing a "preallocation" process that will slow down your installations as well.
download speed is the issue, which was clearly mentioned in the OP, also "high disk usage" isnt "normal" its steam causing more usage by doing stuff it doesnt need to.
Slow download-speed is one thing, the more "annoying" issue is that it slows down my entire pc. Just opening a folder sometime takes a minute when I'm downloading in steam. The moment i stop the download, everything is fine again.

since the recent updates steam is using way to much pc resources and is being complained about heavily.
if you dont want it to impact your pc heavily, then i suggest installing steam and its games on a separate drive from your OS.
