And there is also apparently an option to disable Steam running when the computer starts from somewhere more internally with Windows as well? Where did you find this option?
My Task Manager does not provide me with Steam as a startup task in the first place, which is where I would initially look for it.
Or if you are brave enough, check the registry:

Steam was listed under System Preferences -> Users and Groups -> Login Items

Or you could actually read the thread…
Not sure if this works for you, but try press Windows key + R, then type: msconfig and press enter. Go to the startup panel and see if Steam is there as a startup item.
If the setting enables itself, unplug your internet, run Steam as an administrator by right-clicking on the icon, and then disable the setting. See if that works, and if it stops enabling itself.
