About setting Library as the start interface, in fact, many years ago I had library as first interface, I changed it for Store because this problem

Looking in forums, looks like this problem it's almost exclusive with W8.1, other OS can fix the problem by simple solutions (already listed in my previos response). So looks like if someone has this problem like me, the only last solution it's to update W8.1 to W10 (remember that with W10 you can try the easy solution that I mentioned, it in case you still have this problem)
I had a black screen on all Steam tabs - the problem was Comodo firewall (HIPS module).
1. Running win7 in safe mode with networking - Steam works normally then
2. Firewall Comodo caused these glitches - but disabling firewall shields (those from the tray bar) didn't help. The problem was about steamwebhelper.exe - it was blocked by the HIPS protection of Comodo Firewall.
3. Solution: Add a rule in the HIPS module for steamwebhelper.exe - "as a windows application"
