We probably did more testing than they could.
They may also just ask you to uninstall Steam if you consider that please back up your Steam folder first. All your saves screenshots there.
Maybe just wait till tomorrow. Sometimes shutting down Steam and the computer over night rests it cools things down.

When I first went in and cleared the cache, one of the videos finally played...for about 15 seconds and then it gave me the error again.
I already daxed, weabled and fluxed the nibblenar (as well as double-haggled the grabbanab). The zipcore refuses to re-aquire the dandilube, while the wexlehaggenfraselnixtube repeatedly daisy-link the commoncore, resulting in an unwanted screwmajigger. But thanks for trying.
Yes, very annoying. Several other people have the same issue. It has not been resolved yet. Appears to be an issue with Steam alone. It started after Steam updated its look.
Must be in the user end. Maybe hardware is getting outdated?
Are you all running windows 10?
I'm running windows 7 x64 prof.
Windows 10 may require some codecs.
Whats your default player?
The format of the videos in Steam broadcasting is mpeg.
Some maybe using a flash base and windows 10 is killing off flash.
If you want to troubleshoot it try installing a media player such the open source media player classic_be it will give you the codecs for mpeg.
I have used it as my default media player for 10 years.
