My Steam Videos not playing all of a sudden
I have 168 items in my Video section. I have noticed since yesterday that when I click on these videos they don't play but rather give me an error message: "An error occurred. Please try again later", followed by each video's Playback ID.

I first noticed this when I sent the link to my latest video to some of my Steam friends and they were not all able to play the video, also getting this error message. Some were able to watch the video when they click on the links, but most not. When I play these videos directly on YouTube there is no problem, they run as they should. But as soon as I paste the (direct) YouTube link or the Steam link in a Steam friend's chat window, it mostly does not work for the recipient. Very annoying.

Is anybody else experiencing this?

Open Steam top left>settings>browser>delete web browser cache
>>Downloads>delete the steam downloads cache

Bummer sorry to hear it.., ok rereading your problem is the links?
Are you sharing them from your videos library? or off youtube probably easier to just share the YT link. If they have an issue in their end not much you can do. Get them to update their Chrome, click on the bars top right scroll down to the bottom click on Help then about. any updates will install.
You could post a YT link in my profile comments and I'll test it delete it later. Its not something I should be concerned with or personal stuff. Your safe

I tried doing both: sharing from the Steam videos library as well as posting direct YT links in the Steam chat windows. Same error result. Not every single time, but mostly. But when I watch YT directly with no Steam involved there is no problem. The problem is only there when Steam is also involved.

The common denominator here is Steam. That's when I get the error. YouTube alone = no errors.

oh, with the chat and video links??
I have no problems with that either.
The only reason they may not play in steam chat and friends Are you online with chat and friends.
Any settings with private in your steam account .
What happens does it stay black screen with sound or nothing?
Copy the web page URL instead of the share a link. Test that between you two.
Or post it to my profile so I can test it.
Deleting steam web cache should fix it.

My settings are the same as it has always been for years.

No, not a black screen, a grey screen with the message "An error has occurred. Please try again later [playback ID ...]

Just had a thought it could be related to the new steam client. First check your taskbar how much ram is steam web helper using kill that one.
Then open Steam top left>settings interface>Disable GPU accelerated rendering in web view.

I have no idea what pepper flash is, but everything updates daily.

Pepper flash is what Chrome uses instead of the adobe flash in windows. Same with firefox browsers
