No refund from steam after failed gift

So i recently gifted my friend a game, but he couldn't accept it because he had a 7 day market restriction. (i think its because he added a new payment method or something) The problem is, in steam it says they refunded me. But i checked my bank and i did not recieve any money from steam. It also did not add any funds in my wallet on steam. Does anyone know where the money went, and possibly how to get it?

Refunds back to bank account/card/PayPal usually take up to 14 days on Steam.
Only Steam Wallet is instant for refused gifts but Steam sends the money back to the exact payment method used to buy it in the case of gift rejection.

After a gift has been declined or couldn't be accepted you'll be refunded to the original payment method (or steam wallet if the money can't be refunded to the other payment method).

If the refund happen within 24h of the purchase the transaction was just cancelled for you. So it wouldn't show any money being sent or being received.
