Steam Client Bootstraper using up to 39MBps
So I have no idea why this is happening, but when I opened task manager to see what was draining my Network, the Steam client bootstrapper was using so much unnessicary data. I cant download anything or play online games with steam open.

Steam > Settings > Library > tick the two obvious boxes, restart Steam.

Also be aware: those bootstrappers have ALWAYS existed, and ALWAYS are there. Regardless of whether you've seen them or not.
