Even integrated videochips are already able to beat that videocard. And that's not even the latest Intel videochip.
And for those games you get the nvidia card that ends on ()60..... if possible.
Maybe ()50 ti. But i dont recommend that.
(Based on grafic. Not sure what your cpu can handle in gaming)
The thing with budget, better save a little more. Or you waste money on bare results.
Low-Mid settings: CS:GO (100+fps), Warframe, Dota 2, Payday 2, Insurgency, GTA V, and Borderlands 2 ect.
What if I were to use Intel Core 2 Quad Q9650( current PC upgrade) or Intel i5(my other PC also withl low-end graphics card), will it still be a good graphics card or do I really need to go up for better ones? ( could you recommend some?).
I searched up some reviews on Intel Core 2 Quad Q9650 and some of them were pretty decent for gaming.
Also get a card with more than 2gb ram. The more the better.
Now you need to find out what your cpu can do.
Ask in a hardware dedicated forum. About grafic card too. Do not trust shop bots to tell you if your choice is good.
1 good grafic card is better than 2 weak ones, and saves you money in the long run. A too good card only costs you more money.

I'm not really going for greatest graphics but good performance will just do for me. Like 30-60+ fps low-mid settings.
I'm trying to match my GPU with my CPU.
Upgrading a C2D to C2Q is pointless these days. Even more pointless if you already own a much better i5.

You'll get proper advice there. Make sure to state your full budget and country.
