Download Speed Stuck at ~3MB/s or 25 mbps

Ok so first off my internet can stream 4k video at 60 fps no problems. My problem is not my internet. My download apparently says it is 25 mbps, however when downloading I can see the download only increase by ~5MB every time the download updates every second or so. At 25 mbps I should download 1GB in ~40 seconds right? 25 x 40 = 1000 so almost a gigabyte. I don't get why it takes 3 hours for me to download a 20GB game. It should take about 15 minutes, maybe 20.
What I've tried
Changing Steam download server.
Clearing download cache.
Changed steam to be not Read-only.
Restarted steam...duh
It is not blocked by Windows Antivirus.

Yeah it is showing that is my download speed but as for actually downloading it is much slower. I uploaded an imgur showing that it takes super long even with my download speed "at 25mbps"

You load 3 mByte second. Or 25 mbit.

Nope, Mbps != MBps
Mb is megabit, MB is megabyte, or 8 megabits
Still, 3 hours is too long for a constant 25 mbps connection to download 20GB
20 GB = 20480 MB = 163840 Mb
163840 Mb / 25 Mbps = 6553 s = 109 min

Or something like that, I'm not sure of the exact standard for the notation of the units, but don't confuse your megabits and your megabytes.

So in the first image, I checked with my friend over discord and his Current Download is also 3MB/s or 25mbps, But his disk usage is way higher at like 19 where mine is at 3. I just bought a new M.2 and used crystal disk check and the speeds are well good enough. But watching his, a 4.0 GB update was on pace to be done in a couple minutes where mine would take atleast 30-40 minutes.

Never saw an upload at 30mbit while download is 20mbit.

But as i said, with that speed of 25mbit, 3 mByte is what you load. Its not bad.

Just compare with what the contract says.

Dude. Look in your contract.

If it says 25mbit, you load with 3 mBYTE.

Thats it. 1 BYTE = 8 bit.

Yeah this company is one funny hunk of sh*t. Advertises 100mbps and every one in the city complains that its not advertised. Also advertise 44.95 a month and starting next months bumps up to 104.95. Hate them

No I'm saying steam or my pc has a problem. My friend that is mentioned above has exact same internet and speed test but his downloads are much faster than mine. I think it is disk speed but I'm not sure how to change that.
